Position Summary, 职位概述

The Country Sourcing Manager will be responsible for the Source to Contract (S2C) activities under Global Business Service associated with direct and indirect categories for the assigned region.

Provides leadership for the S2C function within the specified region.

Implements strategic sourcing initiatives considering market knowledge and insights, professional tender capabilities, negotiation and contracting skills. 

Implements supplier life cycle management including supplier qualification, supplier development, and supplier relationship management, while focusing on strategic suppliers

Engages with the customers, aligning on requirements and priorities allowing to make the right supply choices while balancing cost, risk and quality and providing the best enterprise-wide value to contribute to Cabot’s growth aspirations.

Partner with the P2P (Procure to Pay) organization (responsible for Contract to Pay) to allow for a flawless and efficient end to end execution with attention to the customer experience.

Key member of the Source to Contract leadership team for the specified regions.

This position can be based in any site within China.

Job Responsibilities, 工作职责

  • Partners with other areas of the organization to identify opportunities, aggregate and standardize goods and services required.   Includes creating and managing cross functional teams. 
  • Provides market intelligence for the categories in responsible region with the ability to translate into actionable plans. 
  • Implements sourcing strategy, while ensuring supplier competitiveness, and building strategic supplier relationships. Initiates strategic sourcing projects, negotiates regional contracts and selects appropriate purchasing tools and validates with users.
  • Leads and develops regional sourcing team in a continuous improvement environment. 
  • Manages the end-to-end Supplier life cycle management including Qualification, Quality, Sustainability and lead Supplier reduction and consolidation programs
  • Uses spend analytics to develop and implement contracting strategies
  • Ensures effective communication, coordination and cooperation between S2C and Businesses/functions.  Builds relationships and develop open communications with each facility, regional management, business group, and other key customers.
  • Ensure compliance with Purchasing Ethics, Sarbanes-Oxley 404, ISO and Corporate Standards, Values, audit rules, laws, etc.
  • Supports efforts to implement and maintain the Responsible Care® Management System in line with the requirements of the RC14001®   technical specification, as applicable to the site/region.

Requirements, 要求

Competencies (Knowledge, Skills and Behaviors)

  • Solid Understanding of Key Sourcing/Procurement skills such as negotiation, contracting models and terms, spend analysis
  • Ability to communicate clearly and engage with peers, customers and stakeholders.  The ability to work in close alignment with other functions and to influence others so that the desired results are achieved.
  • Ability to manage a single large project and/or multiple projects to deliver the desired outcome.

Education/Experience

  • Master’s degree in business studies, Engineering, Chemistry, or equivalent experience.
  • 10-15 years in contracting and purchasing including at least 3 years management or supervisory experience.
  • Chartered Professional in Purchasing or equivalent National qualification or related experience
  • Experience in Category Management, CAPEX Sourcing, ERP systems and Sourcing, Supplier Management and data analytics tools
